China-Forgotten Ally used to be a good choice despite its blatant disregard for the arsenal during WW2 in Tier 4 but now it's got a bunch of redundant units and ridiculously low fuel costs to unlock buildings while replacing Soviets. I find that Imperial Japanese Forces is the best mod that adds a faction to the game that actually feels like it fits although it replaces Wehrmacht and could use a few more non-doctrinal units like the Type 1 Ho-Ha halftrack and perhaps the Type 92 battalion gun.
